High Returns

The analysis uses the latest data from legal cannabis jurisdictions to model Treasury revenues and savings of legal cannabis reforms already sweeping North America and Europe, and winning growing support in the UK (polling now shows over 50% now support cannabis legalization).

Key economic impacts of a legally regulated cannabis market:

  • Significant annual net benefits to the Treasury of up to £1.5 billion

  • Over 15,000 full-time equivalent jobs across cultivation, manufacture, retail and ancillary services

  • £1 billion in potential tax revenue (from VAT, cannabis excise tax, income tax and National Insurance, and corporation tax)

  • Approaching £300 million in savings across the Criminal Justice system (reduced spending on policing, Crown Prosecution Service, courts, Legal Aid and prisons).

  • A regulated market could capture up to 80% of the current illegal cannabis market within five years

The report is the first output from Transform’s new #legaliseUKcannabis initiative - setting the scene for the roadmap to reform we are now developing (informed by a series of stakeholder consultations), and then taking to policy makers later in the year.
